18th JD CYDC Program

Arapahoe, Douglas, Elbert, and Lincoln County

The 18th Judicial District Colorado Youth Detention Continuum (CYDC) serves Arapahoe, Douglas, Elbert, and Lincoln counties, representing urban, suburban, rural, and frontier populations. This district, which includes the city of Aurora, has the largest juvenile population and fiscal allocation in the state. Aurora, home to approximately 386,000 people, is known for its diversity and is comprised of people from various cultures and ethnicities, necessitating the investment in culturally responsive services and resources. The city is served by the Aurora and Cherry Creek school districts, where over 160 and 150 languages are spoken, respectively, including Spanish, Nepali, Somali, Burmese, and Karreni. The 18th Judicial District CYDC Programs are dedicated to assisting, advocating for, and supporting families through the judicial process by supervising, assessing, and connecting them to ongoing services to mitigate high-risk behaviors. Programs under CYDC include Detention Screening and Assessment, Detention Bed Management, Pre-Trial Release Supervision, Rural Intervention Specialist (RISC), and a myriad of additional services.

Programs:

Pre-Trial Release Supervision

At the initial detention or first appearance hearing a youth can be placed on a bond and Court ordered to be placed under Pretrial Release Supervision. A Pretrial Release Case Manager is assigned, and an intake is completed. Upon intake the youth may be placed on an Electronic Home Monitor (EHM) or Global Positioning System (GPS) which is most often Court ordered otherwise these are used as supervision tools at the discretion of the Case Manager. If necessary, a Urine Analysis is collected to determine use and ongoing need for testing and services. The Case Managers are also responsible for community supervision according to the contact standards of the Program. The visits include ongoing assessment to include community safety and referrals to services and resources based on need. For youth who score moderate or high on the CJRA prescreen the Case Manager completes a full screen to assist in case planning. Case Planning also involves collaboration with the family, other professionals and consultation with Pre-Trial Supervisors. Incentives can be used as part of case planning and goal setting for the youth to encourage small wins to ensure success in an area in which a youth may struggle. If a youth is in detention while under Pre-Trial Release Supervision the Case Manager is responsible for continued assessment and connection to services.

The Rural Intervention Specialized Case Manager (RISC)

This is a collaboration funded position between CYDC, the JAC and the local HB1451 in Lincoln and Elbert Counties. The role of the Case Manager is to represent each agency by providing community assessments and case management through the JAC and HB1451 for youth referred by the community, law enforcement, schools, parents or the County Department of Human Services (DHS). The Case Manager also provides Detention Screening and Assessment as well as Pre-Trial Supervision representative of CYDC.

Collaborative Management Programs (CMP)

House Bill 1451 was passed in 2004 to establish optional collaborative management programs at the county level that would improve outcomes for children, youth, and families involved with multiple agencies. The goal is to serve our youth collaboratively to help ensure a better outcome in the juvenile justice system. In the 18th Judicial District, we are happy to partner with each of counties in this effort.
